Who supplies your power in Nebraska
Nebraska is the only state in the country served entirely by public power — there are no investor-owned utilities here. Electricity comes from public power districts, municipal utilities and rural co-ops, all publicly owned. The big three are the Omaha Public Power District (OPPD) in the east, Lincoln Electric System (LES) in the capital, and the statewide Nebraska Public Power District (NPPD), which wholesales to dozens of smaller local public power districts and municipal systems. Because these utilities are governed by elected boards rather than shareholders, rates are low but incentive budgets are thin, and net-metering terms flow from a single statewide law rather than utility-by-utility deals.
What you’re paid for what you export
One statewide law — LB 436 — governs exports for every public power utility in Nebraska, and it's a fair one: retail-rate crediting, kilowatt for kilowatt, with surplus rolling over from month to month. The statutory scheme covers systems up to 25 kW, which any home fits inside comfortably. The only leak in the bucket comes at the annual true-up, when a utility may pay out remaining excess at the lower wholesale avoided-cost rate rather than retail — so aim the system at your own annual use instead of banking a big surplus. Within those limits the grid behaves as a near-perfect battery for your exports, which in 2026 is a genuinely good deal.
Nebraska incentives & taxes in 2026
Here is where the public-power model cuts against you: utilities answerable to elected boards keep rates low, but they generally don't run performance-payment programmes, so there is no equivalent of New Jersey's SuSI — and no state solar tax credit, rebate scheme or SREC market either. The one broadly useful state offering is the Nebraska Dollar and Energy Saving Loan, low-interest financing (often around 3.5%) for solar and efficiency work. That eases cash flow, but a cheap loan is not a subsidy. Renewable-energy property is also exempt from local personal property tax, worth a little on a home system. Individual districts do occasionally add small rebates of their own, so it's worth asking yours directly.

Straightforward permitting and labour that costs less than it does on the coasts keep Nebraska installs at about $2.50 to $3.10 per watt — in line with, and often a touch under, what installers charge nationally. The honest verdict for Nebraska
Good sun, honest net-metering rules, and some of the cheapest electricity in America — around 12.8 cents/kWh — which is precisely the problem. When grid power costs that little, each solar kilowatt-hour displaces very little money, and with essentially nothing coming from the state in 2026, payback stretches long: commonly 13 to 18 years depending on installed cost and usage. Technically solar works fine here and the rules treat you fairly. Economically, everything hinges on how cheaply you can get the system onto the roof — this is a buy-outright, size-to-your-own-use decision, not an incentive play.
